Quick Answer: A virtual office gives you a registered address, an Ejari and mail handling, but no desk. A flexi desk adds a shared place to work, usually with a lease document from a free zone or business centre. A private office gives you a lockable room, an Ejari and the most room to hire. For a mainland licence, DET needs a registered address with Ejari, and all three can provide that when the package includes it. The right choice depends on whether you need a desk, how many visas you plan, and how your bank will view the address.
"Flexi desk", "virtual office" and "smart desk" are sold under many names in Dubai, and the packages differ more than the names suggest. This guide compares what each one gives you for your licence, your visas and your bank, and which one fits each stage of a business.
What each option is
- Virtual office. A business address, an Ejari certificate and a team that receives your mail and guests. You don’t get a desk. At Jetset, our virtual office in Dubai includes a Business Bay address, Ejari, mail handling and support for bank and labour inspections.
- Flexi desk. Shared desk access, often with a lease document for licensing. Many free zones sell their own flexi desk packages; on the mainland, business centres offer similar arrangements. Check whether the price includes the Ejari or lease, and how many visas the zone attaches to it.
- Private office. Your own furnished room with a tenancy contract and Ejari. At Jetset, private offices start at AED 50,000 a year.
What DET accepts for a mainland licence
To issue or renew a mainland trade licence, DET needs a registered business address with a valid Ejari. Ejari is the tenancy registration system run by the Dubai Land Department (DLD, register or renew tenancy contract). Without a valid Ejari, you cannot keep a DET licence active.
So the question isn’t "virtual office or flexi desk" but "does this package come with an Ejari that DET will accept?". At Jetset, a coworking desk on its own does not come with Ejari; desk members add the Virtual Office & Ejari package when they need it for a licence. Private offices include the tenancy contract and Ejari.
Free zone companies also follow their zone’s rules. Our Ejari works for mainland (DET) and free zone companies. For working in the mainland from a free zone, see our guide on whether a free zone company can rent an office in mainland Dubai.
Prices at Jetset
- Virtual office with Ejari: ask for the current rate.
- Hot desk: AED 1,800 a month or AED 18,000 a year. See our hot desk prices guide for how the plans compare.
- Dedicated desk: AED 2,400 a month or AED 24,000 a year, with 24/7 access and a Business Bay mailing address.
- Private office: from AED 50,000 a year, about AED 5,000 a month on a shorter term, Ejari included.
Desk and office prices exclude 5% VAT. A desk-based setup that needs a licence is a desk plus the virtual office package. Compare that combined figure with a small private office, not the desk price alone.
Visa allowance
Your premises affect how many people you can sponsor. A virtual office gives the smallest allowance and usually suits a founder’s own visa. A flexi desk may carry a set allowance in a free zone package; on the mainland, it supports fewer visas than a private office. A private office gives the most room to hire, though the actual number is decided by the authorities for your licence.
We explain the 9 sqm rule of thumb and how allowances are reviewed in how many visas your office size can get.
Bank acceptance
When you open a corporate account, the bank’s compliance team may visit your registered address to check the business is real. A staffed reception that knows your company makes this easier. Our virtual office includes unlimited bank inspection support. The final decision is always the bank’s, and some banks prefer to see a physical workspace for certain activities. Our guide to opening a corporate bank account covers what banks ask for.
Which to pick by stage
Getting licensed, working from anywhere
A virtual office with Ejari. It is the lowest-cost way to hold a mainland licence and a Business Bay address.
Working in Dubai most weeks, solo or with one partner
A dedicated desk in Business Bay for a fixed seat with 24/7 access, plus the virtual office package for your Ejari. If you only come in a few days a month, a hot desk or day pass at AED 80 is cheaper.
Hiring, or seeing clients often
A private office. You get a lockable room, the Ejari in the same contract, the best basis for visas, and two complimentary meeting-room hours a day.
Because all three are on the same floor at Prime Tower, you can start with a virtual office and move to a desk or an office without changing your address.
Side by side

- Meeting rooms: bookable by the hour for everyone; private offices include two complimentary hours a day.
Questions to ask any flexi desk or virtual office provider
- Is the Ejari or lease included in the price, and in whose name is it registered?
- Which licensing authority accepts it: DET, a specific free zone, or both?
- How many visas, if any, does the package support?
- Is there a staffed reception for bank and labour inspections, and is there a charge per visit?
- Can I move to a desk or an office later without changing my address?
Free zone packages follow the zone’s own rules, and the UAE government portal explains how free zone companies are licensed and operate (u.ae, running a business in a free zone). For the costs that sit around the address, such as licence fees and visas, see our trade licence cost guide.
Frequently Asked Questions
(1) What is the difference between a virtual office and a flexi desk?
A virtual office gives you an address, Ejari and mail handling without a desk. A flexi desk adds shared desk access, usually with a lease document. What matters for your licence is whether the package includes an Ejari or lease your licensing authority accepts.
(2) Is a virtual office accepted by DET?
DET needs a registered address with a valid Ejari. A virtual office that includes Ejari, like ours at Prime Tower, meets that requirement for a mainland licence.
(3) Does a flexi desk come with Ejari?
It depends on the provider. At Jetset, a coworking desk on its own does not include Ejari; desk members add the Virtual Office & Ejari package when they need it for a licence.
(4) How much is a virtual office in Business Bay?
Ask us for the current rate. Hot desks start at AED 1,800 a month and private offices at about AED 5,000 a month, if you also need a place to work.
