Quick Answer: Business Bay, Downtown Dubai and DIFC sit next to each other on the Red Line, but they suit different companies. DIFC is a financial free zone with its own laws and courts, so it makes most sense for firms licensed there. Downtown and Business Bay are mainland Dubai, where a DET licence and Ejari apply. Business Bay usually offers more choice of buildings and sizes for small and mid-sized teams, while Downtown carries the landmark address. In all three, a serviced office removes fit-out and utility costs that make the first year of a lease expensive.
If you are looking for an office near the centre of Dubai, these three districts come up first. They are close enough that you can walk between parts of them, yet the rent, the licensing and the feel of each one differ. This guide compares them on the points that affect your budget and your business.
Rent per sq ft in Business Bay, Downtown and DIFC
Asking rents change quickly and vary a lot between buildings, so check current listings for the exact floors you’re considering. A few points hold in all three areas:
- The rent is only part of the cost. Service charges, chiller, DEWA, internet, cleaning and a receptionist are usually billed separately in a conventional lease.
- Fit-out is a first-year cost. Many units are handed over shell or basic.
- Small units are scarce. In prime towers, the smallest leasable unit can be larger than a team of two or three needs.
For Business Bay, our own indicative figures put a conventional 500 sq ft office at about AED 100,000 a year in base rent, or around AED 200 per sq ft. Add staff, utilities and service charges and the yearly total is around AED 213,000, before roughly AED 125,000 of fit-out and furniture in year one. These are 2025 to 2026 estimates compiled from Property Finder, Bayut, DEWA, Empower and published salary data, for comparison only.
Serviced vs leased offices
A serviced office bundles the space and the services into one price. At our floor in Prime Tower, Business Bay, private offices start at AED 50,000 a year for an inner suite, AED 65,000 for a Canal-view suite and AED 75,000 for a Burj Khalifa-facing suite, before 5% VAT. That includes furniture, fibre internet, utilities, cleaning, reception, the tenancy contract and Ejari.
Leasing makes sense when you need a large floor plate, a custom layout, or a long, fixed commitment. A serviced office makes sense when you want to move in quickly, keep the term flexible, or avoid tying up capital in fit-out. Metro and commute
All three districts are on the Dubai Metro Red Line. According to the RTA’s metro station map, Financial Centre (for DIFC), Burj Khalifa/Dubai Mall (for Downtown) and Business Bay are consecutive stations.
- Business Bay: Prime Tower is a 4-minute walk from Business Bay Metro and 2 minutes’ drive from Sheikh Zayed Road.
- Downtown: from Prime Tower it’s a 10-minute walk to the Burj Khalifa and Dubai Mall.
- DIFC: about an 8-minute drive from Prime Tower.
For staff who drive, check parking before you sign. At Prime Tower, in-tower parking is AED 4,800 a year. Directions and details are on our Prime Tower location page.
Licensing: mainland or DIFC
This is the biggest difference and the one most often missed.
- Business Bay and Downtown are mainland Dubai. Companies there are licensed by the Department of Economy and Tourism, and the licence needs a registered address with Ejari.
- DIFC is a financial free zone with its own civil and commercial laws (DIFC, laws and regulations) and its own courts, which hear civil and commercial matters (DIFC Courts, jurisdiction). Firms there are licensed by DIFC, not DET.
For a financial services firm regulated in DIFC, an office inside DIFC is usually part of the licence. For most other businesses, a mainland office in Business Bay or Downtown is the simpler route, and a mainland licence lets you trade anywhere in the UAE. If you are unsure which structure you need, our mainland vs free zone guide covers the basics.
Address prestige
All three are respected business addresses. Downtown carries the Burj Khalifa name. DIFC signals finance and law. Business Bay is where many advisory, technology, real estate and trading firms base themselves, and it offers views of both the Burj Khalifa and the Dubai Canal. For more on the district, read why Business Bay is Dubai’s premier business district.
For clients, the building and the floor often matter more than the district. A staffed reception and a proper meeting room say more about your business than a postcode.
Verdict by team size
One to three people
A serviced office or a desk. Leasing a whole unit in any of the three districts means paying for space and services you won’t use. A private office at Prime Tower starts at about AED 5,000 a month.
Four to nine people
A serviced suite in Business Bay gives you room, a view and no fit-out. Compare the all-in yearly cost against a lease, including year-one fit-out.
Ten or more
Both routes work. Serviced operators can join adjoining suites; at Jetset, larger teams take adjoining suites on the same floor. Leasing becomes more attractive when you need a custom layout and plan to stay for years.
DIFC-regulated firms
Look in DIFC first, because your licence may require it.
A checklist for comparing offices across districts
Whichever area you choose, put every option through the same list so you compare the real cost:
- Base rent and the size on the contract
- Service charges, chiller and DEWA
- Fit-out, furniture and reinstatement at the end
- Internet, cleaning and reception staff
- Deposit, agency commission and payment terms
- Ejari or licence documents, and whether they suit your licensing authority
- Parking and the walk from the metro
- How easily you can add space as the team grows
Not ready for an office yet? A coworking desk in Business Bay starts at AED 1,800 a month, and meeting rooms start at AED 200 an hour, so you can hold client meetings near Downtown without committing to a lease.
Frequently Asked Questions
(1) Is Business Bay cheaper than Downtown Dubai for offices?
Rents depend on the building and floor, so compare current listings for the units you’d actually take. Business Bay generally offers a wider range of buildings and sizes, which makes it easier to find space that fits a small team.
(2) Can I get a mainland licence with an office in DIFC?
DIFC is a financial free zone with its own laws and licensing. A mainland DET licence needs a mainland address with Ejari, such as an office in Business Bay or Downtown.
(3) How far is Business Bay from DIFC?
Business Bay, Burj Khalifa/Dubai Mall and Financial Centre are consecutive stations on the Red Line. From Prime Tower, DIFC is about an 8-minute drive.
(4) What does a serviced office in Business Bay cost?
At Jetset in Prime Tower, private offices start at AED 50,000 a year (about AED 5,000 a month), including furniture, internet, utilities, reception and Ejari, before 5% VAT.
